City of West Point Water and Sewerage System Improvements KIA Automobile Assembly Plant
The City of West Point now provides water and sewerage service to the KIA automobile assembly plant located northeast of the City adjacent to I-85. When construction began the projected water need at the plant was approximately 528,000 gallons per day; projected wastewater flows were approximately 475,000 gallons per day. The KIA production facility aimed to employ over 3,000 persons and was projected to produce 300,000 vehicles per year when full production was reached. To provide water and sewer to the plant while still meeting the needs of the existing West Point customers, construction and rehabilitation were required on both the water and sewerage systems.
The water and sewerage systems were constructed in phases as shown below:
Phase I Water System
- Construction of approximately 17,000 linear feet of 12-inch water line
- Connect to the City of LaGrange water system, including meter and pressure reducing valve.
Phase I Sewerage System
- Construction of a sewage pump station at site of training center
- Install approximately 10,000 linear feet of 6-inch force main to intersection of Webb Road and Log Cane Creek
- Install approximately 13,500 linear feet of 10-inch force main from Webb Road to intersection of Long Cane Creek and Georgia Hwy 18 and connect to existing 8-inch sewer line
Phase II Water System
- Extension of approximately 6,000 linear feet of 12-inch water line to connect to new 1,000,000-gallon elevated water tank.
- Construction of 1,000,000-gallon elevated water tank
- Extend 12-inch water line approximately 4,800 linear feet to connect to City of West Point water system; extend 12-inch water line approximately 3,200 linear feet to connect to the “Energy Center”.
- Construct a booster pump station
- Repair and repainting of existing 500,000-gallon ground storage tank
Phase II Sewerage System
- Construct sewage pump station at intersection of Long Cane Creek and Webb Road
- Construct approximately 6,000 linear feet of 24-inch interceptor sewer line along Long Cane Creek south form Georgia Hwy 18 to intersection of Long Cane Creek and Boy Scout Road.
- Construct a sewage pump station at Boy Scout Road and Long Cane Creek.
- Construct approximately 6,500 linear feet of 12-inch force main to the water pollution control plant.
Phase III Sewerage System
- Construct new 2.0 mgd water pollution control plant at the site of the existing water pollution control plant.
The total estimated project cost was $16,930,000. The City received funding assistance from various agencies including the OneGeorgia Equity Program, the Employment Incentive Program, Economic Development Authority, the Georgia Environmental Facilities Authority and U. S. D A. Rural Development.
The size and complexity of the projects required substantial coordination between all funding agencies and permitting required by the Corps of Engineers and the Environmental Protection Division; highway and railroad permits. Easement acquisition required relocation of portions of the original project. The addition of new manufacturers and suppliers located on the KIA site required additional 12-inch and 16-inch water lines that were not part of the original project. The plant produced its first vehicle on November 16, 2009.
